I believe that this would be an opening for ID theft
in voting.  
This is more or less an effort to get people who's ID signature is
already in state image files to allow them copied to the SoS for voter
reg. What ID would be required by the SoS? Likely things that can be
easily derived from other sources.  
Here's an example: I have the IDs of people who work for my company.
There's an anarchist and a Jehovah's witness who don't vote. I register
online for them and show a different mailing address. I get their
ballots. (then force them to vote) 
 
Computers are bad like guns are bad. The computers did not steal your
ID, the legislators did that.
