Mr. Lambie, in response to your questions, please see the following:
 
	 1.  	What CO counties are in line to purchase new equipment? What 
type?
    HAVA requires five counties in the state of Colorado to replace 
punch card systems.  They are:  Mesa, Montrose, Jefferson, Boulder, and 
Pitkin.  This replacement program applies to counties that have already 
replaced their punch card systems after the November 2000 election.  
Jefferson County falls within that class of counties and has already 
replaced its punch card voting systems.  Mesa and Boulder counties have 
RFP's for the purchase of replacement machines.  Pitkin only leased the 
punch card systems and will replace these systems.  Finally, Montrose 
is watching and comparing actions of vendors in response to RFPs, etc. 
in order to make an informed decision.  These systems are to be 
installed by January 1, 2004, but the date can (and in all probability 
will) be extended to January 1, 2006.  You should be advised that the 
counties have the sole authority to purchase equipment.  The Secretary 
of State cannot direct counties as to which system to use.  However, 
the state does use a certification process that requires certification 
prior to purchase.
 
    HAVA also requires each county to purchase a DRE specially equipped 
for individuals with disabilities for each polling location (polling 
location does not equate to "precinct"..  A DRE is a touch screen 
direct recording electronic system.  However, the standards for what 
constitutes a DRE specially equipped for individuals with disabilities 
has not yet been formulated.  As a result, the Secretary of State's 
office is advising counties to wait until the standards and 
requirements are established by the Election Assistance Commission.  
The EAC has not yet been confirmed by the U.S. Senate.  Therefore, 
there are no standards or requirements that outline what is necessary 
to address the accessibility to voting machines issues for the 
disabilities community.  The state of Colorado will ask that the 
implementation date for DREs specially equipped for individuals with 
disabilities be extended to January 1, 2006.
